In my case, I had a retail box for Office 2013 Home & Business with a 'PRODUCT KEY' on a paper card.
After about an hour of dead-end web research I called 1-800-MICROSOFT and spoke to the Office support team. The key on the paper card was described as a redemption token. I assume different product keys have different activation policies. There is a solution for offline activation of Office 2013 is multi-part. It's relatively easy but will require some use of Windows command line.
If you're not comfortable on Windows command line you may want to ask for help toward the end. This solution represents about two hours of research, effort, and hold time. I hope this saves you all the trouble. If you already have your product installed you should be licensed in about 30 minutes.

Next select INSTALL FROM A DISC then I WANT TO BURN a DISC. You may download the IMG file and burn your disc. If you have a network connection you may want to temporarily break it to avoid time outs. Install Office, follow all prompts. During the install provide the PAPER CARD product key. It will fail ONLINE ACTIVATION.
Wait for the process to finish/exit. Make sure office is closed.
Command Line (Medium): REVIEW: Tools to manage Office 2013 volume activation Scroll to 'The ospp.vbs script'. You'll need to have permission to execute some of these commands. I ran these successfully as an administrator with an elevated command prompt. Open an elevated command prompt. Change directory to the folder containing ospp.vbs. For me, the script was located in C: Program Files (x86) Microsoft Office Office15 From there, run: > cscript ospp.vbs /dstatus Output should show you're in the grace period. Make note of the 'Last 5 characters' They should match your paper card.
Uninstall the existing key: (REPLACE XXXXX with your last 5) > cscript ospp.vbs /unpkey:XXXXX It should print (Product Key Uninstall Successful) Now install the NEw PRODUCT KEY you copied from the website when you selected 'View your Product Key' (Replace 'AAAAA-BBBBB-CCCCC-DDDDD-EEEEE' with your key.) > cscript ospp.vbs /inpkey:AAAAA-BBBBB-CCCCC-DDDDD-EEEEE This should print (Product key installation successful). You should be done with the command line work. Within the GUI open one of your office products. This time the product should present the Microsoft Office Activation Wizard. From here it's back to familiar territory.
Telephone (Surprisingly Pleasant): Select PHONE ACTIVATION. Write down the Installation ID as nine blocks of seven numbers.
Proceed as usual. If you are presented with a message that phone activation is unavailable you'll need to call Microsoft Office support.
Direct line for United States: 866-425-4826, failing that try 800-Microsoft (800-642-7676) Provide your installation ID to the lovely person in Microsoft Office support and prepare to write down the confirmation ID AAAAAA-BBBBBB-CCCCCC-DDDDDD-EEEEEE-FFFFFF-GGGGGG-HHHHHH Walk your confirmation id back to your workstation and submit.
